What to Do If You Already Submitted Your FCC Application Yourself

Mariners Learning System submits FCC commercial radio operator license applications on the student’s behalf after we receive the required application forms and documents. As an FCC-approved COLEM, Mariners Learning System administers the exam and files the FCC application paperwork for qualifying students. 

If you already submitted your own FCC application directly through the Universal Licensing System (ULS), you must withdraw that application before Mariners Learning System can file on your behalf.


Does Mariners Learning System submit FCC license applications for students?

Yes. After you pass the required FCC exam(s) and we receive your necessary documents, Mariners Learning System electronically files your FCC application on your behalf.  


What if I already submitted my FCC application myself?

If you submitted your own FCC application directly to the FCC, you must first withdraw your self-submitted application in the FCC’s Universal Licensing System (ULS). Once that has been withdrawn, Mariners Learning System can submit on your behalf.


Why do I need to withdraw my application first?

Mariners Learning System files FCC applications for students after receiving the required forms and certificate(s). Because MLS handles the filing for you, an application you already submitted yourself must be withdrawn before we can submit a new one on your behalf. 


How do I withdraw my FCC application in ULS?

You can withdraw an application in ULS by following these steps:

  1. Log in to the FCC Universal Licensing System using your FCC Registration Number (FRN) and password
  2. If you land on the My Licenses page, click My Applications in the menu on the left
  3. Select the appropriate application status: Pending, Returned, or Consented To
  4. Click Withdraw under the Work on This Application menu
  5. If you need to withdraw more than one application, select the checkboxes next to the file numbers and click Withdraw
  6. Click Continue to move through the application
  7. On the Summary page, review the application and click Continue to Certify
  8. On the Certification page, sign by typing your name in the boxes provided
  9. Click Submit Application


What application statuses can be withdrawn?

Applications with a status of pending, returned, or consented to can be withdrawn.


What should I do after I withdraw my FCC application?

After your self-submitted application has been withdrawn, send Mariners Learning System the required application forms and certificate(s) so we can file on your behalf. 


What happens after Mariners Learning System files my application?

Once the FCC approves the application, the FCC will email you instructions to pay the issuance fee, which is $35 for most applications. After payment, the license is finalized.
