What It Means and When It May Help

A Document of Continuity is an option for mariners who want to essentially freeze their captain’s license in place while they are not actively boating. 🧊

It allows you to keep the license eligible for renewal, so you do not lose it while it is in continuity, but you also cannot use it during that time. When you are ready to return, you can renew it and restore it to active status.


What is continuity for a captain’s license?

Continuity means placing your merchant mariner credential into a Document of Continuity. This lets you maintain eligibility to renew later if you are stepping away from boating and cannot, or do not want to, meet the normal renewal requirements right now.


Can I still work professionally with a license in continuity?

No. A Document of Continuity does not entitle you to serve as a merchant mariner within the terms of your captain's license. You will not be eligible to carry paying passengers while your license is in this frozen state. It is only meant to preserve your eligibility for future renewal.


Why would someone place a captain’s license into continuity?

Continuity can help if you are not actively boating and are unable or unwilling to meet renewal requirements at this time. The regulation specifically notes that this can include situations involving medical and physical standards, suitability, drug testing, professional requirements, or TWIC requirements.


Does a Document of Continuity expire?

No. Documents of Continuity do not expire. They are issued solely to maintain an individual’s eligibility for renewal.


How do I apply for continuity?

The process is simple! Fill out Form CG-719B and apply through the NMC application portal. No fees, drug test, or qualifications needed.


Can I place an expired credential into continuity?

If you are still eligible to renew your captain's credential, you can place it into continuity. 


How do I return from continuity to active status?

A holder of a Document of Continuity may obtain a properly endorsed, valid MMC at any time by meeting the applicable renewal requirements. Once a valid MMC is issued, the previously issued Document of Continuity becomes void.
